Η δημοσίευση προκηρύξεων διαγωνισμών της ΕΕ σε τρεις μόνο γλώσσες και η υποχρέωση συμμετοχής στις δοκιμασίες επιλογής με μία από τις γλώσσες αυτές συνιστά διάκριση με βάση τη γλώσσα
Οι περιορισμοί στην επιλογή της δεύτερης γλώσσας του διαγωνισμού πρέπει να στηρίζονται σε σαφή, αντικειμενικά και προβλέψιμα κριτήρια
Τον Φεβρουάριο και τον Μάιο του 2007 η υπηρεσία EPSO1, η οποία έχει την ευθύνη για την οργάνωση των διαδικασιών προσλήψεως των υπαλλήλων της Ένωσης, δημοσίευσε προκηρύξεις διαγωνισμών για θέσεις υπαλλήλων διοικήσεως και βοηθών υπαλλήλων στον τομέα της πληροφόρησης, της επικοινωνίας και των μέσων μαζικής ενημέρωσης2. ΟΙ προκηρύξεις αυτές δημοσιεύτηκαν στην Επίσημη Εφημερίδα της Ευρωπαϊκής Ένωσης (Επίσημη Εφημερίδα) στην αγγλική, στη γαλλική και στη γερμανική γλώσσα. Όσον αφορά την πρόσβαση και τη διεξαγωγή των προκαταρκτικών δοκιμασιών συμμετοχής στους διαγωνισμούς, απαιτούνταν η σε βάθος γνώση μίας από τις επίσημες γλώσσες της Ένωσης ως κύριας γλώσσας και επαρκής γνώση της αγγλικής, της γαλλικής ή της γερμανικής γλώσσας ως δεύτερης γλώσσας η οποία έπρεπε υποχρεωτικά να είναι διαφορετική από την κύρια γλώσσα. Επιπλέον, προβλεπόταν ότι για τις προσκλήσεις στις δοκιμασίες, για την αλληλογραφία μεταξύ της EPSO και των υποψηφίων και για τη διεξαγωγή των προκαταρκτικών δοκιμασιών συμμετοχής θα χρησιμοποιούνταν μόνο η αγγλική, η γαλλική ή η γερμανική γλώσσα. Οι ίδιοι όροι προβλέπονταν για τη συμμετοχή στις γραπτές δοκιμασίες καθώς και για τη διεξαγωγή τους3.
Τον Ιούνιο και τον Ιούλιο του 2007 η EPSO δημοσίευσε δύο τροποποιητικές ανακοινώσεις στην Επίσημη Εφημερίδα, σε όλες τις γλωσσικές εκδόσεις, οι οποίες, αφενός, παρέπεμπαν ρητώς στο πλήρες κείμενο των προκηρύξεων που είχαν δημοσιευτεί στην αγγλική, στη γαλλική και στη γερμανική γλώσσα και, αφετέρου, όριζαν νέα προθεσμία για την υποβολή των υποψηφιοτήτων.
Η Ιταλία προσέφυγε ενώπιον του Γενικού Δικαστηρίου ζητώντας την ακύρωση των ανωτέρω προκηρύξεων4. Το εν λόγω κράτος αμφισβήτησε κατά βάση την παράλειψη πλήρους δημοσιεύσεως των προκηρύξεων στις υπόλοιπες επίσημες γλώσσες, περάν της αγγλικής, της γαλλικής και της γερμανικής, καθώς και τον αυθαίρετο περιορισμό της επιλογής της δεύτερης γλώσσας μεταξύ τριών μόνο γλωσσών για τη συμμετοχή στους διαγωνισμούς, για κάθε επικοινωνία με την EPSO και για τη διεξαγωγή των δοκιμασιών.
Το Γενικό Δικαστήριο απέρριψε τις ασκηθείσες προσφυγές5 και η Ιταλία άσκησε αναίρεση ενώπιον του Δικαστηρίου υποστηρίζοντας ότι το Γενικό Δικαστήριο, δεχόμενο ότι οι προκηρύξεις ήταν νόμιμες, υπέπεσε σε πλάνη περί το δίκαιο.
Στη σημερινή του απόφαση, το Δικαστήριο εξετάζει, πρώτον, την παράλειψη πλήρους δημοσιεύσεως των προκηρύξεων σε όλες τις επίσημες γλώσσες. Υπενθυμίζει ότι το γλωσσικό καθεστώς της Ευρωπαϊκής Ένωσης ορίζει ως επίσημες γλώσσες και ως γλώσσες εργασίας των θεσμικών οργάνων της Ένωσης τις 23 γλώσσες της Ένωσης που υπάρχουν σήμερα6, ότι η Επίσημη Εφημερίδα πρέπει να εκδίδεται σε όλες τις επίσημες γλώσσες και ότι, κατά τον Κανονισμό Υπηρεσιακής Καταστάσεως των Υπαλλήλων της Ένωσης, οι προκηρύξεις των διαγωνισμών πρέπει να δημοσιεύονται στην Επίσημη Εφημερίδα7.
Επομένως, από τον συνδυασμό των κανόνων αυτών προκύπτει ότι οι επίμαχες προκηρύξεις διαγωνισμών έπρεπε να είχαν δημοσιευτεί πλήρως σε όλες τις επίσημες γλώσσες. Δεδομένου ότι οι διατάξεις αυτές δεν προβλέπουν εξαιρέσεις, το Γενικό Δικαστήριο υπέπεσε σε πλάνη περί το δίκαιο, καθόσον έκρινε ότι η εκ των υστέρων δημοσίευση των τροποποιητικών ανακοινώσεων είχε ως αποτέλεσμα τη θεραπεία της παραλείψεως πλήρους δημοσιεύσεως.
Εν πάση περιπτώσει, αν υποτεθεί ότι οι πολίτες της Ευρωπαϊκής Ένωσης διαβάζουν την Επίσημη Εφημερίδα στη μητρική τους γλώσσα και δεδομένου ότι η γλώσσα αυτή είναι μία από τις επίσημες γλώσσες της Ένωσης, ένας εν δυνάμει υποψήφιος του οποίου η μητρική γλώσσα δεν είναι μία από τις γλώσσες στις οποίες δημοσιεύτηκαν πλήρως οι προκηρύξεις ήταν υποχρεωμένος να αναζητήσει την εφημερίδα σε μία από τις γλώσσες αυτές και να διαβάσει την προκήρυξη στη γλώσσα αυτή πριν αποφασίσει αν επιθυμεί να υποβάλει υποψηφιότητα. Επομένως, ο υποψήφιος αυτός βρισκόταν σε μειονεκτική θέση σε σχέση με τον υποψήφιο που είχε ως μητρική του γλώσσα την αγγλική, τη γαλλική ή τη γερμανική, τόσο από απόψεως ορθής κατανοήσεως των προκηρύξεων όσο και από απόψεως προθεσμίας για την προετοιμασία και την υποβολή της υποψηφιότητάς του.
Δεύτερον, το Δικαστήριο εξετάζει τον περιορισμό στην επιλογή της δεύτερης γλώσσας για τη συμμετοχή σε έναν από τους διαγωνισμούς. Διαπιστώνει ότι ένας τέτοιος περιορισμός μπορεί να δικαιολογείται με βάση το συμφέρον της υπηρεσίας. Κατά το Δικαστήριο, οι κανόνες που περιορίζουν την επιλογή της δεύτερης γλώσσας πρέπει να προβλέπουν σαφή, αντικειμενικά και προβλέψιμα κριτήρια, προκειμένου οι υποψήφιοι να γνωρίζουν, αρκετό χρόνο πριν, ποιες γλωσσικές απαιτήσεις ισχύουν και να μπορούν να προετοιμαστούν για τους διαγωνισμούς υπό τις καλύτερες δυνατές συνθήκες.
Πάντως, τα θεσμικά όργανα για τα οποία προκηρύχθηκαν οι διαγωνισμοί ουδέποτε θέσπισαν εσωτερικούς κανόνες που να καθορίζουν τις λεπτομέρειες εφαρμογής του γλωσσικού καθεστώτος εντός των υπηρεσιών τους. Εξάλλου, η Επιτροπή δεν επικαλέστηκε την ύπαρξη άλλων πράξεων, όπως ανακοινώσεων, με τις οποίες να ορίζονται τα κριτήρια που ισχύουν για τον περιορισμό της επιλογής της δεύτερης γλώσσας προς τον σκοπό της συμμετοχής στους διαγωνισμούς. Τέλος, οι επίμαχες προκηρύξεις δεν περιείχαν καμία αιτιολογία βάσει της οποίας να δικαιολογείται η επιλογή των τριών επίμαχων γλωσσών.
Προκειμένου τα θεσμικά όργανα να έχουν τη δυνατότητα να προσλαμβάνουν τους καλύτερους υποψηφίους (από απόψεως ικανότητας, αποδόσεως και ακεραιότητας), μπορεί να είναι προτιμότερο να επιτρέπεται στους υποψηφίους να συμμετέχουν στις δοκιμασίες επιλογής στη μητρική τους γλώσσα ή σε μια γλώσσα την οποία γνωρίζουν καλύτερα από άλλες. Εξάλλου, οι γλωσσικές γνώσεις αποτελούν ουσιώδες στοιχείο της σταδιοδρομίας των υπαλλήλων και τα θεσμικά όργανα μπορούν να ελέγχουν τις προσπάθειες που καταβάλλουν οι υπάλληλοι για να κάνουν χρήση των γνώσεων αυτών και να αποκτήσουν ενδεχομένως νέες. Επομένως, εναπόκειται στα θεσμικά όργανα να προβούν σε στάθμιση μεταξύ, αφενός, του περιορισμού του αριθμού των γλωσσών των διαγωνισμών και, αφετέρου, τόσο του σκοπού που συνίσταται στην επιλογή των υπαλλήλων με τα υψηλότερα προσόντα ικανότητας όσο και των δυνατοτήτων εκμαθήσεως από τους προσληφθέντες υπαλλήλους των γλωσσών που είναι αναγκαίες προς το συμφέρον της υπηρεσίας.
Κατά συνέπεια, το Δικαστήριο αναιρεί την απόφαση του Γενικού Δικαστηρίου. Αποφαινόμενο οριστικώς επί της διαφοράς, ακυρώνει επίσης τις επίμαχες προκηρύξεις γενικών διαγωνισμών. Αντιθέτως, προκειμένου να προστατευθεί η δικαιολογημένη εμπιστοσύνη των επιλεγέντων υποψηφίων, δεν ακυρώνει τα αποτελέσματα των διαγωνισμών.
ΥΠΕΝΘΥΜΙΣΗ: Το Δικαστήριο μπορεί να επιληφθεί αιτήσεως αναιρέσεως, η οποία περιορίζεται σε νομικά ζητήματα, κατά αποφάσεως ή διατάξεως του Γενικού Δικαστηρίου. Καταρχήν, η άσκηση αναιρέσεως δεν έχει ανασταλτικό αποτέλεσμα. Εάν είναι παραδεκτή και βάσιμη, το Δικαστήριο αναιρεί την απόφαση του Γενικού Δικαστηρίου. Στην περίπτωση που η υπόθεση είναι ώριμη προς εκδίκαση, το Δικαστήριο μπορεί να αποφανθεί το ίδιο οριστικά επί της διαφοράς. Σε αντίθετη περίπτωση, αναπέμπει την υπόθεση στο Γενικό Δικαστήριο, το οποίο δεσμεύεται από την απόφαση που εξέδωσε το Δικαστήριο στο πλαίσιο της αιτήσεως αναιρέσεως.

Deux appels du programme Education et Formation Tout au long de la Vie (EFTLV) de l’Union Européenne

Le programme Education et Formation Tout au long de la Vie (EFTLV), de l’Union Européenne a pour objectif de contribuer au développement de la Communauté pour en faire une société de la connaissance avancée. Il vise plus particulièrement à favoriser les échanges, la coopération et la mobilité entre les organismes et les systèmes d’éducation et de formation au sein de l'Union afin que ceux-ci deviennent une référence de qualité dans le monde.
Les 2 appels à propositions ci-dessous du Programme EFTLV portent notamment sur l’apprentissage des langues, la diversité linguistique, et la coopération entre les mondes de l’éducation, de la formation et du travail. Ils réclament chacun un partenariat entre plusieurs institutions légales dans un nombre de pays éligibles donnés, variables selon les appels :

About the play... Eyeing the Intruder....a man enjoying a comfortable evening at home agrees to let a stranger into his house during a downpour. But the more the intruder reveals the less we know what he really wants, and what appears to be clear abruptly becomes murky. What can an elephant do against a mosquito? That’s what you’re watching, seated in a miniature theatre designed just for you. But are other people also watching these two men? You see a face on a small surveillance screen built into your seat, which you notice also contains a miniature camera. Are you, the watcher, also being watched? That is the unsettling fictional and theatrical device developed by playwright Etienne Lepage (Rouge gueule) and director Sylvain Belanger, placing cheek by jowl the insecurity of the present with the current obsession for surveillance. Welcome to a microcosm where, when it comes to facing the hidden terrors lurking in everyday life, you’re on your own.
 
About the writer... A graduate from the Dramatic Writing Program of the National Theatre School of Canada, Etienne Lepage is a playwright, screenwriter and translator. In only five years he is already prominent in Montreal's theatre scene and elsewhere. One of his first works, The Wedding of Francis Camelias, was awarded l'Aide a la creation  of the Centre national du theatre in Paris in 2008, while his subsequent plays The Red Mug (Special Mention, Gratien-Gelinas Prize 2009) and The Elephant Shell (Special Mention, Gratien-Gelinas Prize 2010) have been translated into several languages and performed internationally. His latest work is Stories for Nightmares, presented in Brussels in spring 2012 and Robin et Marion, which premiered in Montreal in September 2012. 
 
Quelques mots sur la piece de theatre.... Sur scene, un homme, confortablement installe chez lui, consent alaisser entrer un inconnu, le temps d’une averse. Mais ce dernier parle. Il parle tant que ses mots envahissent tout. Plus il parle, moins on comprend ce qu’il veut. Ce qui a toujours ete clair devient tortueux, et, lentement, la parole fait couler dans l’oreille de l’hote un venin etrange et hypnotique. Dans ce spectacle inspire du systeme carceral du panoptique, chaque spectateur est isole dans une cabine le temps de la representation. Entre la scene et la salle, s’entrechoquent l’insecurite des temps presents et la derisoire obsession de la surveillance. Bienvenue dans un microcosme : celui ou vous etes seul face aux terreurs sourdes qui sous-tendent votre quotidien. Responsabilite individuelle et insecurite, voila les deux parametres de cette collaboration du Theatre du Grand Jour avec l’auteur Etienne Lepage. Ce dernier a l’habitude de propulser sur scene des personnages ne laissant entrevoir qu’une partie d’eux-memes, des personnages qui ne disent pas tout, mais qui se trahissent, ouvrant les portes de gouffres terrifiants.
 
Quelques mots sur l'ecrivain.... Diplome du programme d’ecriture dramatique de l’Ecole nationale de theatre du Canada, Etienne Lepage est auteur, scenariste et traducteur. Il a ecrit, entre autres, Rouge Gueule (mention pour le Prix Gratien-Gelinas 2009), et KICK. Son texte L'ENCLOS DE L'ELEPHANT (mention pour le Prix Gratien-Gelinas 2010) a ete presente en lecture publique par le Centre des auteurs dramatiques lors de la derniere edition de Dramaturgies en dialogues. Le mariage de Francis Camelias, l’un de ses premiers textes, obtenait en 2008 l'Aide a la creation du Centre national du theatre a Paris, alors que Rouge Gueule et L'enclos de l'elephant, entre autres, sont traduits en plusieurs langues et joues a l’etranger. Ses Histoires pour faire des cauchemars ont ete creees a Bruxelles au printemps dernier. Son plus recent oeuvre, Robin et Marion, a vue le jour au Theatre d’Aujourd’hui (Montreal), en septembre 2012.

Engager une approche nouvelle sur la culturalité humaine en général, et sur l’interculturalité en particulier, est un impératif de l’époque de la mondialisation. La méthodologie interculturelle, loin d’être parfaite, se bute encore à la résistance relative des méthodologies classiques et aux visions cavalières, ne permettant d’identifier que des stéréotypes. Mais c'est précisément parce qu'il y a intérité humaine (J. Demorgon) que l’interculturel se déploie et que les solutions se cherchent. Explorer l’hétérotopie culturelle et ses pratiques n’exclut pas que l’on repère une constante : donner un sens nouvel à l’unité du monde et à la diversité de ses expressions.

Au-delà de leurs différences, de leur histoire, de leurs univers spirituels, des inégalités dans le développement, les cultures humaines partagent des traits fondamentaux, qui les rendent commensurables et comparables : les langues peuvent être apprises et traduites, les pratiques quotidiennes et les formes d’organisation socioculturelle peuvent être étudiées et comprises.

Dans une Société-monde (E. Morin), de plus en plus multilingue et interculturelle, l'apport de la réflexion sémiotique devrait s'imposer. Nous sommes immergés dans un univers de signes (Ch.S. Peirce) qui sont de plus en plus étranges/étrangers à notre culture, à notre sensibilité, à notre expérience de vie et à notre compréhension du monde. Les traits culturels existent sous la forme de représentations (signes) symboliques qui sont sujettes aux métamorphoses et enrichissements réciproques. Tout chercheur, projecteur de stéréotypes d’hier, devrait, dans ces circonstances, devenir un médiateur de l’intersubjectivité.

La sémiotique se globalise (XI Congrès Mondial de Sémiotique, 5-9 octobre 2012) et apparaît aujourd’hui comme trait d’union entre différentes civilisations, matrice existentielle (E. Tarasti) de la fédéralisation (F.
Rastier) des sciences humaines. En effet, elle transforme les pratiques sociohistoriques en systèmes signifiants, dégageant des formalismes, des structures qui permettent le renouvellement de l’entendement humain. Sans quitter le terrain du signe et du système, la sémiotique est amenée à se pratiquer comme une
critique de sa démarche traditionnelle et fondamentale, c'est-à-dire à débloquer l'enclos du signe et du système pour rendre compte de la production effective, matérielle, corporelle, sociale et historique des pratiques signifiantes. Ainsi, l’interculturalité, comme visée dialogique, impose de nouveaux enjeux et nouvelles pratiques sémiotiques dans les sciences des Lettres.


L’exigence d’une linguistique plus informée par la sémiotique, l’interrogation sur la signification dans la circulation du discours entre le linguistique et l'extralinguistique, de la référence, du rapport au monde, de l’énonciation, impose le déplacement de l’intérêt vers une articulation équilibrée (fonctionnement pragmatique) des signes : langage-esprit-monde parce que le signifiant et le signifié ne sont saisissables que dans le mouvement et le devenir.


La sémiotique littéraire, fondée sur le principe d'une sémantique des textes ou images, une sorte d'anthropologie structurale du texte littéraire, le carré sémiotique, la narrativité, le parcours génératif et d’autres canons pourraient être réévalués. La praxis énonciative, une énonciation particulière – parole littéraire (J. Geninasca) doit prendre le dessus et redonner toute sa place à l'acte dynamique d’actualisation des hyper signes narratifs pour mieux réussir à faire émerger des significations linguistiques et des sens axiologiques.


La traductologie, discipline protéiforme, en quête d’une autonomie convoitée, faisant appel, entre autre, à la sémiologie traditionnelle – substitutioniste, représentationiste, télémentationnelle fait l’impasse sur toute fonction, autre que la communication d’un contenu cognitif. La traductologie productive (Ladmiral) d’aujourd’hui devrait devenir demain inductive. La sémiotique est appelée à (re)venir à la conception du signe non dualiste, bien que fondée sur une dualité, car dans la traduction c'est tout à la fois l'expression (signifiant) et le contenu (signifié) qui sont transposés. L’alternative sémiotique (F. Rastier) de la traduction  c’est de faire appel à une linguistique interprétative, à une pratique réflexive qui assure une meilleure valeur sociale et créative.

Le phénoménal vise aussi à tracer une sémiotique de média-tions qui ne se limite pas au modèle classique de la communication, évitant la dégradation du langage comme signe de communication, traitant les objets de sens non pas comme des réalités évidentes mais comme des objets de sens en circulation et résultat d’un processus d’objectivation construit par le consensus dialogique.

La culturalité composite de l’humanité, la pluralité des cultures-signes est loin de se réduire à une pluralité de désignations d'une chose; elles sont différentes perspectives de cette même chose et quand la chose n'est pas l'objet des sens externes, on a affaire souvent à autant de choses autrement façonnées par chacun. L’enjeu n’est pas réductionniste, il est complexe, ouvert et prometteur parce qu’entre la réalité brute et la (re)conquête de la réalité pure il y a tout le voyage du Logos.

En suivant les fils conducteurs exposés, nous invitons les chercheurs à donner libre cours à leurs contributions pour pouvoir profiler de nouvelles perspectives et pratiques sémio-linguistiques et (inter)culturelles dans le dessein de l’implémentation d’une interculturalité à venir.

Informamos de la convocatoria de una beca para un joven de Grecia para participar en la edición 2013 de la Ruta Quetzal-BBVA (www.rutaquetzalbbva.com). En este viaje de estudios y aventura, que llevará por título De la Selva del Darién a la Europa de Carlos V. La Gran Aventura del Descubrimiento del Mar del Sur, participarán jóvenes de más de 50 países en Panamá y España entre el 19 de junio y el 23 de julio de 2013.
Podrán participar jóvenes de nacionalidad griega, nacidos en 1996 o 1997, con buenos conocimientos de español y que no hayan formado parte de la expedición anterior.
Podrán encontrar las bases de la convocatoria AQUÍ. Los trabajos para optar a la beca deberán ser presentados antes del 19 de enero de 2013 en la Embajada de España (Dionysiou Areopagitou 21, 11742, Atenas), no admitiéndose para su evaluación los que registren un matasellos posterior.

1) Introduction

What are the Acquis Communautaire and the JRC-Acquis

The Acquis Communautaire (AC) is the total body of European Union (EU) law applicable the the EU Member States. This collection of legislative text changes continuously and currently comprises selected texts written between the 1950s and now. At the beginning of the year 2007, the EU has 27 Member States and 23 official languages. The Acquis Communautaire texts exist in these languages, although Irish translations are not currently available. The Acquis Communautaire thus is a collection of parallel texts in the following 22 languages: Bulgarian, Czech, Danish, German, Greek, English, Spanish, Estonian, Finnish, French, Hungarian, Italian, Lithuanian, Latvian, Maltese, Dutch, Polish, Portuguese, Romanian, Slovak, Slovene and Swedish.
The Language Technology group of the European Commission's Joint Research Centre did not receive an authoritative list of documents that belong to the Acquis Communautaire. In order to compile the document collection distributed here, we selected all those CELEX documents (see below) that were available in at least ten of the twenty EU-25 languages (the official languages of the EU before Bulgaria and Romania joined in 2007) and that additionally existed in at least three of the nine languages that became official languages with the Enlargement of the EU in 2004 (i.e. Czech, Estonian, Hungarian, Lithuanian, Latvian, Maltese, Polish, Slovak and Slovene). The collection distributed here is thus an approximation of the Acquis Communautaire which we call the JRC-Acquis. The JRC-Acquis must not be seen as a legal reference corpus. Instead, the purpose of the JRC-Acquis is to provide a large parallel corpus of documents for computational linguistics research purposes.

The linguistic research interest of the JRC-Acquis

In (computational) linguistics, parallel corpora are useful resources that are used for many applications and purposes. Most parallel corpora exist for a small number of languages. To our knowledge, the JRC-Acquis with its 22 languages and its approximately 23,000 documents per language is the largest existing parallel corpus, if we take into account both its size and the number of languages covered. 
The AC and other Community legislation is publicly available on the European Commission's web sites. The Language Technology team of the Joint Research Centre (JRC, http://langtech.jrc.ec.europa.eu/) in Ispra, Italy, has attempted to identify the documents that are part of the AC, has downloaded them and converted them to XML format. The Bulgarian and Romanian documents were processed by the Romanian Academy of Sciences (http://www.racai.ro/). In further processing steps, the texts were cleaned of their footers and annexes, and they were sentence-aligned. Instead of using a single pivot language, all possible language pair combinations were aligned individually. This is useful due to the n-to-n relationship between aligned sentences, which often differs depending on the language pair involved.
For some of the documents, only preliminary translations were available. For the online texts in some of the languages, only the title has been translated, but the text displayed is English. An automatic language recognition tool was therefore used to filter out those texts that are displayed as being one language, but which are actually English. No manual check was carried out.
The European Commission's Office for Official Publications OPOCE manages the distribution rights of this aligned multilingual parallel corpus. OPOCE agreed that the corpus can be given to research partners for non-commercial use. See the section on licensing issues, below.

3) Source of the documents

All documents were downloaded from the websites http://europa.eu.int/ and http://ccvista.taiex.be. See the publication at LREC'2006 for details. The texts in the official EU languages (as of 2006) on http://europa.eu.int/ were found in html format, while the Bulgarian and Romanian translations on http://ccvista.taiex.be were found in MS-Word format.

4) Document conversion and processing

All documents have a numerical identifier called the CELEX code (see http://eur-lex.europa.eu/). This code helps to find the same text in the various languages.

Conversion from HTML and MS-Word to XML

After having downloaded the HTML documents (see Section 3), the documents were converted to XML. The title and body text were isolated, the paragraph breaks (<P> HTML tags) were kept. All texts were uniformly encoded with UTF-8.

Identification of footers / annexes

A list of rules was used to detect the beginning of the documents' annexes and signatures (repetitive and frequently multilingual text strings ending the documents) and to separate the text body from the less useful text parts. As the rules were hand-written by developers who do not speak the 22 languages, some signatures and annexes may have been missed and some may have been recognised wrongly.

Note that the title, body text, signature and annex further contain <p>...</p> tags. Each tag contains as attribute (n) its sequential number in the document, which is used in the paragraph alignment.

5) Sentence alignment of the texts across languages

Strictly speaking, the corpus is currently aligned at the paragraph level, as it was the <P> elements that were being aligned. However, the paragraphs of the AC Corpus are usually short and do usually contain one sentence, or even only part of a sentence.
The alignment was done using two different alignment programs: Vanilla and HunAlign. Vanilla was written by Pernilla Danielsson and Daniel Ridings. It implements the widespread Church and Gale / Dynamic Time Warping algorithm. The C source and documentation of the program are available at http://nl.ijs.si/telri/Vanilla/. HunAlign was described by Varga, Halácsy, Kornai, Nagy, Németh & Trón.
Having two alignments for the same bilingual corpora allows comparison and benchmarking of alignment tools and algorithms for multiple language pairs. To our knowledge, no alignment tools have been tested on so many different language pairs.
We decided to align the sentences of each language pair separately, instead of using one pivot language. As the corpus exists in twenty-two languages, there are 231 possible language pair combinations (462 language pair directions). For each individual language pair, we thus produced files containing the language pair-specific alignment information. These files contain, for each document identifier (CELEX number), pointers to the paragraphs (in the"n" attribute) that are translations of each other. The format used is that of the Text Encoding Initiative (TEI).
Due to the size of the corpus and the number of language pairs, the files do not contain the text itself. If you want to produce the parallel corpus for a specific language pair, you thus need to generate this corpus on the basis of the monolingual corpora (which all contain paragraph identifiers in the <p> tags) and the alignment information, using the tool provided by the JRC.

6) Eurovoc classification of the texts

Most CELEX (EU) documents have been manually classified according to the subject domains to which they belong. The classification scheme used is the Eurovoc thesaurus (http://eurovoc.europa.eu/), which is a multilingual wide-coverage conceptual thesaurus. The European Parliament, large parts of the European Commission and about twenty national and regional European parliaments use Eurovoc for the classification of their documents. The Eurovoc thesaurus consists of over 6,000 descriptor terms (classes) that are organised hierarchically into up to eight levels, using the relationships Broader Term - Narrower Term (BT-NT) to describe the hierarchical relationship, and Related Term (RT) to link descriptors that are related but not linked hierarchically. Additionally, synonyms and near-synonyms for some of the descriptors are listed, marked with the Use-For (UF) tag. Eurovoc exists in over twenty languages and is maintained actively. As the descriptors are defined precisely with Scope Notes, each descriptor has exactly one translation in each of the languages. Numerical descriptor IDs link the various language versions. This feature makes Eurovoc an ideal means for cross-lingual search and retrieval applications and more.
While the parliaments use professional human indexers to classify their documents manually, the JRC has been working on automating this task. For details, see http://langtech.jrc.ec.europa.eu/Eurovoc.html.
Most Acquis Communautaire texts have been classified manually with Eurovoc descriptors. The file celex-EurovocId.txt contains the lists of numerical descriptor IDs that have been assigned to each of the AC documents. As the AC documents have been written over a period of about fifty years and the Eurovoc thesaurus keeps evolving, the documents are indexed with different Eurovoc versions. The Eurovoc descriptor codes for documents older than 1995 are not currently available. Furthermore, a small number of newer documents also seems not to have been Eurovoc-indexed, so that Eurovoc descriptor codes are not available for all AC documents.
With this distribution, we provide the numerical Eurovoc descriptor codes. Should you be interested in the descriptor text (the class name in any of the EU languages), you will need to get the licence for Eurovoc from OPOCE.

7) Usage conditions / Licensing issues

Acquis Communautaire corpus

According to an agreement with the European Commission's Office for Official Publications OPOCE, the AC corpus can be used and distributed for research purposes, but the following usage conditions must be adhered to:
The European Communities consider legislative and quasi-legislative documents published in the Official Journal of the European Union and related COM and SEC series as well as charters and treaties and ECJ case-law to be in the public domain. Prior written permission is thus not required for their reproduction/translation, and they may be reproduced/translated freely without restriction, including for the purpose of further non-commercial dissemination to final users, subject to the condition that appropriate acknowledgment is given to the European Communities and to the source, and provided that the additional guidelines set out below are respected.
(1) Whenever a document is reproduced verbatim from a source other than the printed version of the Official Journal of the European Union, a prominently positioned disclaimer should read:
'Only European Community legislation printed in the paper edition of the Official Journal of the European Union is deemed authentic.'
(2) For the reasons stated in the disclaimer above, it is advisable to ensure that translations are made from the printed, authentic version of the Official Journal. This precaution, while minimizing the risk of error, does not confer any legal status whatsoever to the translated text. The following notice shall accompany the translated text, printed below the acknowledgment:

Moreover, please note that we do not consider a "further commercial dissemination" the inclusion, as reference material for consultation purposes, of small amounts of relevant legislative texts in articles/thesis/studies/reports/books issued by third-party authors or publishers, whatever the means, and disseminated subject to payment.

Eurovoc thesaurus

Unlike the JRC-Acquis corpus, the Eurovoc thesaurus (http://eurovoc.europa.eu/) must not be used or disseminated without prior written permission from the European Commission's Office for Official Publications OPOCE. If you want to get the rights to use Eurovoc and to receive a copy of the multilingual thesaurus, please contact OPOCE at OP-INFO-COPYRIGHT@publications.europa.eu, mentioning the file reference number 2005-COP-395.
